The exact law is the 1988 "Drug Kingpin Statute". In 1994 under admitted potsmoker Newt Gingrich's leadership the list of crimes providing for the death penalty was modifed to include "Trafficking in large quantities of drugs." That includes trafficking in over 30,000 seeds.

U.S. is seeking life in prison for Marc Emery for selling cannabis seeds to the USA. Holland, the UK, etc. sell seeds to the USA. The USA hasn't been trying to extradite their seed sellers! Seed selling is legal in those nations, and it is tolerated in Canada. Even Health Canada has sent patients to Canadian seed sellers! Canada sent plenty of liquor to the USA during its alcohol prohibition. The USA couldn't arrest those sellers if they didn't enter US territory. Please forward widely:
